How should a society make democratic decisions? Sounds like an easy problem, but there is an intriguing variety of philosophical problems about the criteria for determining election winners (e.g., the advantages and drawbacks of different voting systems), the aggregation of preferences and judgments, the right way of democratic representation, and finally, the justification of democratic procedures. The course familiarizes the student with these problems and some potential solutions, including radical procedures such as majority judgment and sortition-based democracy.

Students will learn to weigh the arguments for and against various forms of democratic decision-making, and the problems behind it. Topics that we treat in depth are the feasibility of majority rule, interpersonal comparisons of utility and strategy-proof voting systems. They will also obtain an in-depth acquaintance with the famous impossibility results for social choice, and their philosophical interpretation (May's Theorem, Arrow's Theorem, Gibbard-Satterthwaite Theorem). All in all, they will learn to appreciate that democratic decision-making has a complex structure and that ideal procedures (i.e., procedures that satisfy a certain number of plausible and desirable criteria) are hard to get by.

The course is roughly structured as follows:
- Seminal philosophical justifications of democratic decision-making.
- Classical studies of the epistemic and decision-theoretic properties of majority voting
- Justification of majority voting
- Preference aggregation and its limits
- Social choice aggregation functions and the problem of strategy-proofness
- Paradoxes of democratic representation (e.g., negative vote weight)
- Majority judgment and sortition as a radical alternatives to classical social choice procedures
